This section of the report explores key elements of California’s legal services landscape. It includes an analysis of the state’s $57.8 billion legal market; an exploration of how shifts in the active attorney population (currently over 196,000) and persistent attorney scarcity in some areas of the state have led to attorney “deserts.” It also provides an overview of the pro bono policy landscape, service patterns, the role of legal aid organizations and their funding sources, and emerging strategies to expand the number of attorneys working to advance access to justice.
